History The predecessor of the French Ministry of Justice can be traced back to the 16th century. In 1551, King Henry II of France established the position of 'Keeper of the Seals' (Garde des Sceaux), responsible for safeguarding the King's seals and supervising judicial affairs; this is regarded as the earliest prototype of the French Ministry of Justice. In 1790, after the French Revolution, the Constituent Assembly passed the Judicial Organization Act, formally establishing the Ministry of Justice (Ministère de la Justice). The first Minister of Justice was Abel François de Merville. Thereafter, the Ministry's functions continued to expand during the 19th and 20th centuries, covering areas such as court administration, legal codification, prison management, and legal aid.
In 1958, after the promulgation of the Constitution of the Fifth Republic, the Ministry of Justice's status was further strengthened, becoming a core government department responsible for safeguarding judicial independence and legal reform.
