Description

I. Historical Evolution The predecessor of the Ministry of Justice of Vietnam can be traced back to September 13, 1945, only 11 days after the establishment of the Democratic Republic of Vietnam, when President Ho Chi Minh signed a decree establishing the "Ministry of Justice" (Bộ Tư pháp), with Trịnh Đình Thảo, a judicial official of the former Saigon regime, serving as the first Minister. The institution initially undertook functions such as legal drafting, court management, prosecutorial supervision, and notarization and registration, and was one of the earliest ministries established in the Vietnamese state apparatus.

In 1959, with the promulgation of Vietnam's first constitution, the functions of the Ministry of Justice were redefined, and part of the judicial adjudication functions were transferred to the newly established Supreme People's Court. After Vietnam's reunification in 1976, the Ministry of Justice was reorganized in 1981 in accordance with the Law on Judicial Organization, and was formally established as the central government's competent authority for judicial administration. The 1992 Constitution further clarified the Ministry of Justice's core position in legislative review, legal dissemination, and management of judicial support personnel. The 2001 revised Law on Judicial Organization positioned the Ministry of Justice as "the central government organ responsible for judicial administration management," a position that remains to this day.

II. Current Leadership As of May 2026, the Ministry of Justice has been in operation for 78 years. The current Minister is Nguyễn Hải Ninh (appointed in August 2024); previously, Lê Thành Long (2016-2024) held the post for a long time.
